locke way of thinking was the same as hobbes. It woukld just be a state of nature with o rules.No one will have the right to protect there rights.

Hobbes state of nature will look very similar as how indians use to live, there is no Govt. but there is a leader to be incharge of conflicts n there tribe.
According to john the govt. will exhange you some of your rights for protection
Government is an organization of many people that take away your rights but offer you protection and service and it doesnt change.
An organization that gives you protection and service but will require some of your rights and it never changed
Citizens and Govt. are involved and power is being echange for protection.

life, liberty, and property are all natural rights that people are born with.
in a state of nature people are constantly in a state of war because there are no laws.
a social contract happens when the people agree to give up some power and rights in exchange for protection as service.

hobbes way of govt was more of monarchy and that you were able to overthrown the power. but locke idea was that you can over thrown the govt if they aint being protected.
